Today I noticed that my PA's battery was dead again.
I held a test light to the disconnected negative terminal
and saw that it was pulsing, flashing brightly twice sometimes.
does anyone have a tip?

Perhaps try checking the actual peak current draw of the combined parasitic loads & the battery charge voltage.
Parasitic Loads: measure the actual current draw (from the battery) with everything turned off (doors closed, etc)?
(one member said that 25mA and under is a typical normal value, perhaps others could weigh-in)
Charge Voltage: Measure the voltage across the Battery with the engine RPMs at about 1500 RPMs. Typically 14-14.7 volts is good.

I pulled the individual fuses out of the box, and when i pull fuse 9a the flashing slows down and goes out, and when I pull 6c it goes out.

Do you not have a cover on the fuse block that shows on the back of the cover what 6c & 9a supplies power to?

Search YouTube for parasitic draw testing. If you have a basic voltmeter you can do this.
