Flash a used ecm 1996 Park Avenue

My ECM went out in my Park Avenue. I am getting conflicting stories about putting in a replacement. I am being told that the new one does have to be reprogrammed by some people and some are saying not. I understand the 1995 and some early 1996 are plug and play (basically). 1996 is the first year of the flash program. I do not want to buy one for $50 and then it not work but it looks like a reprogrammed and ready to work is about $150. Any feedback will help. Thanks.
