Hopefully simple ALC question

2004 Park Avenue base
2004 PA base, ALC compressor runs at key turn for ~10 sec or so then it stops, however, when I bounce on the rear of the car after this it seems like there is no dampening whatsoever. I get like 6 or 8 obvious oscillations. I thought if the shocks were bad meaning leaky the compressor run time is a lot more to try and pump them up - but its not. Detached the ride-height sensor arm and moved it up down with key-on and nothing happened. Everything looks original under there, car is new to me. Might just move to conventional 90007C unless this is something simple (lol). Ty and thoughts?

the arm must be moved out of the "trim height" position for a minimum amount of time before the car will start releasing air or increasing it. id like to know what your C for Chassis codes are if any, and take a picture of your shocks and your cars rear end when its key on engine off so i can see how it sits
