i get in start the car, put my foot on the break, let up the e break. and with my foot on the break pull the shifter.
but it wont move
ive had other people try who are stronger but they are afraid they will break it.
why is it stuck in park

If the gear shifter won't pull down, there is a little metal tab that keeps the car in park until the ignition is turned on. This tab is stuck. You can remove the steering column covers and find this tab. Turn the key on and off to see if it releases. (the tab will be at the base of the shifter.) If you have an older Park Ave. with a metal column, try rocking the car back and forth while trying to get it out of gear. Just be sure to have your foot on the brake just in case.

I think I understand what you have as a problem. You didn't say what you do with the ignition key while this happens. The metal rod is pushed up when the key is turned to ON to keep you from pulling the shifter out of park until you have your foot on the brake to control the car.

Turn the key to the Off position. There is a lock position where you can remove the key. Then the next step is OFF. The next step is ON where the lights and systems in the car come on.

Put the key in Off and see if you can move the shifter out of park. Maybe wiggle the steering wheel to the left and the right while you try. When the key is in OFF the solenoid hasn't kicked the metal rod up into the shifter lock yet.

I had a 93 that would occasionally stick. I could move the shifter while in OFF and then procede to start the car.

Hope this helps.
