instructions for changing a timing chain in 1987 buick lesabre 3.8 litre

Hi, Could use some help with setting the cam to crank timing gears. I know the dots have to match at approx 12 oclock on the crank gear and 6 oclock on the cam gear and I have them there but the car continues to flood the spark plugs and not start. It attempts to start but will not catch. I then pull out the spark plugs and their loaded with gas. Am I missing something when I'm putting the gears and timing chain on? With that dot being at 12 oclock on the crank that should be at top dead center.... correct? and with the cam gear dot at 6 oclock that should be between the intake and exhaust on the cam gear....correct? So what am I doing wrong?
