lower black plastic engine splash shield

This lower engine cover is it really needed, I live in Va, not much snow here.
 
I did notice the coolant temp go to 225 from 185 for a few seconds, on most drives maybe that's why.
 
It's purpose is mainly for aerodynamics. By the way 225° is normal as long as your cooling fans kick in at that point and cool it quickly. If you really are concerned about having a splash shield you should try to get one from a pick and pull junkyard there in Virginia.

I took it off when repairing my blinkers, I was just wondering if it was really needed.

No.

But like already shared, it could help with aerodynamics, netting you a small increase in MPGs. It may also help shield things from road debris.

Unless you are constantly under your car doing stuff in that area, I'd suggest reinstalling it. Why? (1) It saves storing it in the trunk, your garage, or a shed. (2) It is in place if/when you ever sell the car, showing that you've tried to keep it "stock". (3) Any improvements in MPG or protection are realized. (4) It sets a precedent in your mind to keep other parts where they belong so you don't have to worry about (1), (2), or (3).
