Need help!

1986 Buick regal 5.0L
My 86 regal has a service engine soon light. I placed the jumper between A&B terminal, turned the key on (engine not running) and the light doesn’t blink at all. Not even the 12 blinks. It stays solid. It’s running rough and rich. I’ve read that when the SES light stays on without blinking 12 the ECU is bad. If I were to get another ecu does it need to programmed? I saw some people talking about swapping a chip, what does that mean?

Did you check with a voltmeter if you have power at those ports?

I haven’t. Do you happen to know the voltage I’m looking for? Is it pin A, B, or both?

Between a and b, either voltage or no voltage
