Parking Brake Adjustment???

Hello this is my first thread on this forum and I'm dumbfounded as to what I've found and need some help. I replaced rear pads and rotors on a 2005 Century with disc brakes with the drum-in-hat style parking brake system. I found that the parking brake would only hold in drive, but would start rolling backwards in reverse, so I looked up the procedure to adjust the parking brake on alldata. It told me to gauge the inside of the rotor with a brake resetting gauge and adjust the shoes outward until it just contacts the gauge with the adjuster on the bottom, and to repeat the steps for each side. Well, I adjusted the driver's side just fine but when I went to the passenger side I found the adjuster wouldn't turn more than the notch cut in it for the shoe to ride would allow, so I took the shoe assembly off and found that the piece on the actuator had the teeth cut in it like an adjuster, but it was all one piece and there was no way to adjust it. Quite frankly I'm at a loss as of what to do and am wondering if anyone else has come across this before.

All the E-brake adjusters I have ever seen were adjustable and consist of three pieces. Are you sure that the adjuster has not just seized up? http://www.rockauto.com/en/catalog/...ke/wheel+hub,parking+brake+hardware+kit,10289

No I'm sure it wasn't because that was my first thought too, but I popped the shoes up enough to get the adjuster part out and there was no was for it to be adjusted. It was one solid piece. I ordered the AC Delco part from the Rock Auto page you linked me will post pics of the old one once the new parts arrive and I put them on. Thank you very much for your help though.
