Possible Turbo Issue???

I purchased a 2015 Encore for my daughter about 6 months ago. The car is in great shape inside and out. It currently has 103,000 k miles on the odometer. The gentleman I purchased it from had all of his service records, so it looks like it was well cared for. It looks like the valve cover was replaced right before I purchased it, but no major repairs other than that. The car runs great, and is very quiet, but on occasion it feels like the turbo is just not working at all. There are no lights on the dash, so I assume it in not throwing any codes, but something is definetly wrong. I read that the oil line that feeds the turbo should be changed every 40k miles because of a poor design that causes the oil to cook and block the line. I replaced the line a few weeks ago, but I saw no record of it being replaced before that. It did not fix the issue. The car will run great one day, then the next day have zero power. It will eventually get up to speed, but obviously has an issue. It happened to me this morning. I usually do not get on the interstate for my commute, but I did this morning. When I tried to merge on the interstate, I had zero power. It probably took 45 to 60 seconds to get to 70 mph. I stopped for fuel after about a 15 min drive. When I left the fuel station, the turbo seemed to be working again. Has this happened to anyone else? Shouldn't the car be throwing a code? I am at a loss.
