power seat fuse keeps blowing

1997 riv keeps blowing fuses. took out the original 25a circuit breaker as it was getting extremly hot and actually melted part of the fuse block cleaned that up and i think its ok. I did find a bare wire on the passanger seat that had rubbed over the years and repaired that. Both seats are out and i see nothing obvious. I can hook up either seat with the other one still out and it blows the fuse each time. This all started when i hit a big puddle of water, the lights flickered, then the seat problem started the very next day. Any help, ideas would be greatly appreciated. Thanks much
 
there is probably a stripped hot wire contacting ground... shorting out and blowing the fuse somewhere, a common issue.
