Speedometer light replacement '91 model

Is it right that you can't replace the light of the speedometer needle and the entire instrument cluster needs to be replaced?

Is the needle the only thing not lit up? the backlighting all appears consistent and properly lights up? If I had to guess the needles are fiber optic with a bulb behind them that can be replaced.

Only the speedo meter needle is not lit up. I always figured that it was backlit or the needles where some glow in the dark type thing, but now I notice they have a definite hot spot in the middle of the needle. The back light is done with 7 PC168's, I haven't opened the instrument cluster, but I'm afraid it looks like the needles have a little light in them.

Again I would think it’s a fiber optic which gets its source from a light bulb but I could be wrong
 
That's possible, but then there have to be more light bulbs inside the instrument cluster.
