I am looking for TPS replacement procedures and specifications on a 2003 Regal GS.

Replacing what part of the system?
 
I assume you mean the "Tire Pressure System". There is no sensors (Luckily), but there is a "Tire Life Monitor" reset button near the Fuses on the right side of the dashboard on the passenger side. If you got the correct tires and rim size, the Tire Life Monitor system will be accurate. Tire/Rim specs are easy to find on Tire websites, as all regals came in either 15" or 16". I mean if your ever change your tires, you just press the reset button, and there you go.

The "Low Tire" light on the cluster will only come on if one of your tires is below 12 PSI. If you fill that tire up past 12 PSI, the system will "Relearn" and the "Low Tire" light will turn itself off.
