Water marks or Sun damage?

I was just curious if anyone knew if these spots on my car were water marks that could potentially be scrubbed/acid-washed off, or if they are from sun damage over the years?
Pictures are the headlight, taillight and roof.

Hard to tell just from pictures. Looks like its just oxidation which should be able to be buffed. If its peeling or flaking then its clear coat failing and there is no real fix other than a new paint job.
