What is this part called?

MY 66 riv is not turning over. It may be this part but what is it called so I can buy another one? It is inline on the + battery cable to the starter and mounted on the inner fender well under the windshield wiper fluid container.

Starter relay?? May be hard to find! Was that car rescued from a flood zone? Looks like a lot of mud on the firewall!
 
That is the junction block for the starter. The engine won't crank? Very simple. Check for voltage at the purple wire at the starter solenoid, with the key in CRANK position. Use a meter or test light. 9 times out of 10, the problem is a bad/dirty/frayed connection at the battery or starter solenoid. The purple wire is the solenoid wire. It runs from the ignition switch through the neutral safety switch, and on to the starter solenoid.

Check the main battery cable connections at the battery and starter. Then check for voltage during crank at the purple wire.

The mud is from my friends dirt road right after a rain. I found out it is a junction box.
