Where does the heat for lower foot setting come out?

I set it to middle and lower level can't seem to get anything down at the feet. Anyone fixed this?

If it's no heat just at the floor, assuming you cycled through all the other settings and heat was felt, then it's likely the actuator if the control unit is operating correctly.
