My Windshield Washer Fluid Cap keeps popping up, so here is a quick fix I came up I wanted to share.
I would imagine that this bungee cord material that I used could be purchased at a fabrics or hobby store.

Sorry for the horizontal files. They are vertical on my phone and my computer, and can't figure out how to rotate them.

As an update to this, the bungee cord style eventually wore out, and I replaced it with a small diameter rubber hose instead. I tied it off the same way and it is working fine! Just make sure you use small diameter rubber hose that will stretch.
 
Mine didn't come with one when I got my car used. I bought a replacement and it wouldn't stay closed either. It was infuriating!
