07 rendezvous rpm surge

I have an 07 rendezvous. The rpm's will jump around 500 while driving normally causing the car to jerk. If you push the gas further it will downshift and speed up, but once you go back to cruising speed it will jerk. The problem used to only be at higher speeds around 70, but now it does it even at lower speeds. I tried changing the transmission fluid and filter and the TCC solenoid, but that had no effect. I am not sure whether it is an engine or transmission problem. It idles fine and starts great only problem i see is the jumping RPM's. Also there is no CIL and no stored codes. If anyone has any thoughts/suggestions i would appreciate them.
