My 1995 Buick Roadmaster won't start what are the possible causes?

Recently my car stopped on me in a parking lot and I couldn't get it to restart. I replaced the starter now it just clicks but won't turn over, I also got a new battery. Someone told me that it might be the fuel pump or the battery cables. Can anyone help me with this issue?
 
You may have installed the starter where it will not engage with the ring gear.I was once sold some new battery cable bolts that would tighten the cable but were too long to be tight enough and the battery would not charge good enough and some times would not start the engine.
 
Computer or sensor could be out. Is the service engine soon light on? A dealer or an Auto Part stores(usually free) can check the codes that can help diagnose the problem.
 
most auto stores will scan 96 or newer only..

Could be multiple things.

Unless you installed some cheap POS starter, there's no need to shim the LT1 starters 99% of the time.

Check connection for battery at battery and at the alt and aux fuse box. Take alt off and test at parts store. For fuel have assistant turn key on (not attempt start) and listen in trunk or under rear of car for fuel pump to turn on. It will hum. Backside of intake is a little capped schrader valve. You can push it down and if you get a good amount off fuel coming out fuel pump is good.

You can easily pull a spark plug wire on driver's side and check for spark. if CEL is on, more than likely opti is toast, or coil, or Ignition control module.
